Pottsville was founded by Samuel Potter in 1795. The first store in Pottsville opened on July 26, 1814. Pottsville's first post office was established on October 3, 1814. In 1825, James Gifford became the first sheriff of Lehigh County and served until his death in 1830. One of Gifford's sons, John Gifford Jr., served as sheriff from 1840 to 1845 and again from 1850 to 1855. In 1880–81, Pottsville had a school board with four members; however that organization dissolved two years later when one member resigned because he could not find money for new supplies. In 1903–04, the village of Northumberland merged into Pottsville and remained an separate municipality until it disbanded in 1968 due to budget cuts by then Mayor Edmond Jaffe (D). From 1865 to 1870 (the year before its incorporation), PottsVILLE had a Board of Education consisting only of residents; however this system collapsed after one trustee resigned because he could not afford tuition for a son who wanted to become an educator. The townships that make up Lehigh County were organized initially into hundred sections which were known as "tribes".
