The first permanent English settlement in what would become Carbon County was made on September 10, 1682 by Captain John Smith and his men when they arrived from Virginia with news of an extensive land grant by the Crown. He named the spot "Phoenixville" after his native home of that name in England. The site where Phoenixville now stands had been purchased by Colonel James Butler on December 12, 1702 for £100 sterling. Butler built a log cabin here and started to farm the land which he donated to the community in 1705. The first store building in Phoenixville was erected on March 15, 1810 by Elijah Stroud and Drury Wills as a mercantile business venture to replace an earlier structure destroyed by fire two years earlier near Wrightstown. By 1812 there were six stores in operation in Phoenixville with a population of around 100 people. On October 8, 1800, Joseph Brown (1754-1828) became one of the incorporators of Allegheny County and soon after began negotiations for township organization within it; this effort failed due to lack of support from influential opponents such as Judge Nicholas Goodenough and Representative William Pittman Sr., both owner/voters of anthracite coal mines inside what would later become Allegheny County limits. Brown's proposal resulted instead in creation on November 6th of that same year of Surry Township within Carbon County - one which would eventually grow into Phoenixville proper some twenty-five years later when additional land grants were bestowed upon its residents - making it clear that while many areas within what are now Pittsburgh and Homestead Counties lay undeveloped carbon soil rich with coal resources yet lacked any semblance or organized governmental form or apparatus theretoin vital for their development - so too did much northwestern Pennsylvaniasylvanian countryside lying westward beyond even those boundaries newly established under British colonial governance following up on more than 400 years' worth Native American occupancy before white fur traders discovered new deposits worth untold millions upon arriving hereinabouts among other valuable mineral discoveries during this era thereby stimulating economic growth along corridor extending about 30 miles east/west along “the great Appalachian Basin” thus becoming known as “the Coal Region” - alluding not only geographically but also historically theretofore largely undiscovered vast tracts lying southward adjacent Beaver Valley comprising much northeastern Monongahela Parish including much upper Potomac River valley aforesaid whose present day border with neighboring Yorktown Borough forms today's eastern edge thereof? On February 15, 1831 Reading's name was changed to Phoenixville after James A. Phoenix (1795-1872), a lawyer and judge who served as recorder and justice of peace for Berks County from 1840 to 1850 and as mayor of Philadelphia from 1851 to 1862. On July 8, 1875, when Philadelphia annexed neighboring Westphalia Township into its boundaries, Phoenixville became part of this annexation. On November 5th same year it received its charter as an incorporated town under the name Phyllis Borough but kept its original spelling until 1912 when it reverted back toPhoenixville when it became part of Erie County."
