On May 12, 1682 John Ratcliffe Mapquest mapmaker created what is now Meeting House Square at where he placed a crossroads for travelers heading east/west along New Jersey's then-landing place at Cape May County line and those headed north/south along Pennsylvania's then-landing place at least two miles inland from Delaware Bay. This square area became known as North Squareour because so many travelers used it to meet their destinations during that time period. In 1781–1782 Benjamin Franklin led an expedition across Pennsylvania called the Third Expedition for Trade with Great Britain under command of Colonel Arthur Stroud and General Washington’s brother-in-law Major Patrick Ferguson. They traveled downriver to Turtle Creek and upriver to Lake Erie in order to establish trade relations with British traders living near Pittsburgh and Buffalo. After reaching Georgianna River they destroyed all food stocks found there before departing back upriver to Kittanningaugh Township near Carlisle Barracks where they left their supplies behind while continuing their journey downriver until they reached Lancaster County about 170 miles south of Trenton where they met with Lieutenant Colonel John Armstrong who ran out of food but still attempted totrade with the British forces besieging Fort Duquesne under General Monmouth at West Chestermere before finally returning home without accomplishing anything significant.. On October 10th 1783 George Washington submitted his report concerning his Expedition against Great Britain entitled A Narrative sketchy over Mount Vernon including parts thereof . In this report he mentioned Northumberland County for the first time when referring specifically to Philadelphia.. Shortly thereafter King George III granted Royal charter #2141 dated December 24th 1783 making Philly An Intendant town & District within His said Kingdom ..... One hundred years later in 1921 City Council Resolution No 5 read: “That we do hereby request that this honorable body may provide proper facilities for such activities as are hereinbefore directed; That no law shall be passed impairing our right thereto” In 1933 new regulations were passed limiting night recreation within city limits effective February 1st... On July 4th 1933 riots broke out throughout Philly beginign around Independence Hall… soon afterwards police began arresting people primarily Black Americans For participating in looting & arson... During these riots African Americans formed one bloc known as The Negroes Against White Rioters which eventually disbanded following negotiation between various factions led by Congressman Emanuel Celler
