In 1896, Rockefeller purchased 1,000 acres of land at the abandoned West Penn Railroad junction for $5 million dollars which he used to develop his oil empire. By 1912, Rockefeller had created 2 companies that controlled over 60 percent of all U.S production: Standard Oil Company and Columbia Refining Company (now ExxonMobil). In 2001, industry giant Enron announced plans to retire its Pittsburgh based refinery by 2006 as part of a larger restructuring plan across industries throughout North America (see Energy crisis 2000). As a result of this decision by Enron, Steelworkers Local 4477 went on strike two days later demanding that their plant be closed until their demands were met including more affordable energy prices and better working conditions for employees (see Steelworkers Strike 2001). The strike ultimately failed but demonstrated how difficult it can be for smaller businesses such as Steelworkers Local 4477 to succeed when faced with multi-billion dollar corporations like Enron (see Pittsburgh industrial strikes 1990s). Oil City has seen several waves of economic growth since its heyday as an American steel town during World War II: first during the early 1960s when heavy manufacturing jobs left town; then following years of NAFTA Boom times; and finally starting out again during the late 1990s recession followed by successive rounds of new development both within the city limits and outside them leveraging offsteelMirroring Pittsburgh’s resurgence as an economic center post-recession
