Oil City is a city in Westmoreland County, Pennsylvania, United States. The population was 10,441 at the 2010 census. It is the county seat of Westmoreland County. The first residents of Oil City were those who took up residence on the left bank of the Allegheny River in what is now known as North Oil City after they discovered oil fields there in 1859. They named their settlement "Houston", after Texas' then-governor and president Sam Houston. The townsite on the right bank of the river was developed by John Denny and others to house workers drilling for oil near Pittsburgh in 1863. By 1869, over 100 people lived there; it had become an important railroad town with rail connections to both Pittsburgh and Buffalo, New York. In 1870, new oil wells were found just east of town – this led to Oil City's nickname "The Hub". The heyday of Oil City came during World War I when it became one of the most bombed cities in America due to German bombing raids on other parts of the country; however, despite being subject to intense military bombardment, little damage was done to downtown buildings or structures such as churches or schools which remained standing even after years of destruction caused by enemy firebombing raids. After World War II ended and production fell off due primarily to technological advances in petroleum exploration and production methods from other countries (such as Saudi Arabia), Oil City slowly regained some level of economic activity throughout the 1960s through various commercial development projects spearheaded by civic leaders like Mayor James A. Hennepin (1927-2003). In 2000, Industry Park opened adjacent to Steeles Mall providing much-needed job opportunities for Downtown Oil City while also creating a mixed use district adjacent to Steeles that has seen significant redevelopment since its opening including several high-end shops and restaurants along with office buildings housing smaller businesses servicing nearby neighborhoods such as North Side and East End
