By 1887, there were already several oil companies operating out of nearby Altoona when two men named John Goudreau and George Sieving decided to establish a town site on what is now Third Street between Market Street and Highways 22nd Avenue within present-day Oil City limits. They named their town after their foundering ship called Delaware which had run into financial difficulties while traveling downriver towards Pittsburgh several months earlier than expected; Delaware's crew had managed to save all but six members before they set course back upstream for safety aboard their own vessel Philadelphia (later renamed Pittsburgh). Goudreau purchased 3 acres adjoining his original town site from James Donaldson for $5 per acre – this land would later be developed into what is today central Business District (CBD) terrain around Second Avenue/Thirteenth Street intersection just east of Market Square/Pitkin Boulevard).
