Norristown is a town in Luzerne County, Pennsylvania, United States. The population was 43,566 at the 2010 census. It is the sixth-largest municipality in Luzerne County. Norristown was founded by Germans in 1795 as part of the undeveloped area along the Susquehanna River that became known as East Norriton Township. It was incorporated as a borough on November 3, 1853, from parts of three other townships: Clinton (now Allentown), Westmoreland and Monroeville. In 1906 the borough erected a new courthouse which served as both municipal court and township hall until 1959 when it was replaced by a larger building that still stands today. In 1927–28 work began on what would become one of America's largest water systems when construction began on what would become known as "The Reclamation Project". This project involved removing soil, debris and rocks from under Route 22 across from where Norristown now sits to create an artificial lake providing drinking water for more than 100 thousand people throughout eastern Pennsylvania and northwestern Ohio. Norristown has long been home to several large businesses such as PNC Bank (1945), American Cyanamid (1965), Chiquita Brands International Incorporated (1997) - now Belkcenter -and Sysco Corporation (1999). Other notable businesses include JBL Incorporated (1979), PSEG Resources plc.(2006), State College Area Hospitality Group Inc.(2008) - now Legacy Residence Inn & Suites -and Bethlehem Steel Company(1911). In 1990–1991Norris Town Improvement District (NTIDA) approved plans to demolish all but two buildings from downtown Norristown - removing much-needed public space that would have been used for commercial development - creating instead a mixed-use redevelopment project that preserved much of downtown while creating new community amenities such as a library and park system. During his tenure as mayor from 1998 to 2002 Mayor Edward Rendell proposed building a new high school adjacent to existing Scranton High School; however no action took place because then-Governor Tom Ridge opposed anygento increase taxes on businesses outside of Philadelphia due to concerns about job loss insidethe city limits following the September 11 terrorist attacks . On July 24th 2007 voters passed a referendum approving annexation byPittsburghof all but two businesses withinNorrisTownshiplimits; this created what is now known as "The Strip". The strip includes over 20%ofNorris Township's total population with large employers including DuPont Co., Comcast Corporation and Heinz Ketchup Company among others which has led to controversy over possible job losses if full annexation occurs . On January 1st 2009 properties withinThe Strip were annexed intoPittsburgh under termsof state law without voter approval or consent . As per state law all citizens must approve any changes madeto their municipality status so there has been little change since2009 other than increased density on nearby streets which may impact jobs
