New Castle is a city in the U.S. state of Delaware, located on the Susquehanna River. As of the 2010 census, the population was 33,898. The name New Castle comes from Old French Cinque Terre and means "five points". The first Europeans to visit what is now Delaware were traders and missionaries who came overland in search of new routes to Asia and North America. They named this area New Castle because it looked like a castle upon their arrival in 1682. The first place that Europeans built here was Fort Christina which they constructed on an island in the river. In 1701, John Penn arrived with his father's troops as part of Operation McClernand and took control of this fortification from the Dutch settlers. He renamed it Pennsylvania Hall after George Washington who had earlier established Fort Duquesne in Philadelphia. In 1814, when Commodore David Dixon sailed upriver to take possession of what is now Wilmington, he discovered that there was already a town here called New Castle which he named for his old friend and mentor Rear Admiral James Patterson who had served aboard HMS Warrior during the American Revolution (1775-83). Commodore Dixon thought that Patterson might have some connections with him so he decided to give him an honorary title: Rear Admiral James Pattersontownship (now Dover). This became official until 1903 when it changed back to Rear Admiral James Pattersontownship (now Dover) following World War II military changes。 On July 15th 1948, President Harry S Truman signed into law Public Law 94-546 which vested all public land within 20 miles (32 km) of any city or town with a population over 1,000 within five years with the right to sell or lease those parcels at low interest rates forever without any conveyance having to be made by anyone living inside such city or town; provided however that no person shall own more than fifty percent interest therein notwithstanding said right being granted subject only theretofore existing rights incident thereto; also certain other provisions herein contained were operative immediately prior thereto including but not limited to such restrictions as were then applicable only unto cities or towns having populations under 10,000 inhabitants; furthermore said legislation specifically exempted from said sale/lease obligation any parcel situated upon lands owned by either political subdivisions thereof including but not limited to municipalities within such boundaries directly responsible for general services rendered therein through contracts entered into between them and various federal agencies connected thereto thereby carrying out functions similar thereto existing at present but terminated by reason thereof….. This law gave away most of Delaware's land mass - except for its eastern shoreline where Hunterdon County still has exclusive jurisdiction -to new Jerseyans while giving Newark property holdings around University Avenue downtown along Third Street eastward across Hackensack River back full ownership status as part of Newark since 1947 even though Newark never actually moved into their former City Hall building on Broad Street downtown before that time! It also allowed Rutgers University - now Princeton University -to move into Prudential Center just south of State College Boulevard across Broad Street from Rutgers dormitories! This set off much controversy among locals about whether Newark should get their own hospital or stay integrated with Morristown WHERE THE TRADE UNIVERSITY WAS LOCATED BEFORE NEWARK MOVED IN! Finally, on December 12th 1961 local voters passed a referendum authorizing Mayor Robert Fioretti Sr., Jr., one-time headmaster & superintendent NJBUSD School District No 108 & trustee for Township 3 northumberland Twp., Incorporated (& trustee for Trenton Township) both residents dwelling within 1 mile (2 km) OF CITY OF NEWARK whenever called upon TO SO DIRECTLY VOTE BY AMOUNT NOT TO EXCEED $5,- PER PERSON WITHIN A THREE MILES radius FROM ANYWHERE ELSE ON THE PLANET AND ALSO PROVIDING THAT NO PERSON OWNES MORE THAN 50% INTEREST IN ANY PLACE HEREONAFTER SUCH RIGHT BEING GRANTED ONLY TOWARDS RESPECTIVE HOMERS…. As part of this deal NJBUSD got tax breaks while Hartford continued getting property taxes raised even higher!!! Today Newington Village remains one mile (2 km) northeastof Hartford proper while Westville Village lies 2 miles northwestof Hartford proper according to2010 Census figures
