The first settler in Lower Burrell was James Ford who arrived in 1784. The Town of Lower Burrell was organized on July 12, 1800 by order of the Pennsylvania General Assembly. In 1802, the Township of Lower Burrell was formed from parts of two other townships: Northumberland and Westmoreland. The Township seat was located in what is now the Borough of Lower Burrell. In 1824, a post office called UpperBurrellwas established at a site about northwest of present-day Lower Burrell. After several years it was moved to its present location and became known as UpperBurrelpost Office until 1860 when it reverted back to LowerBurrelPost Office name. In 1834, John Troup built a mill on what is now Welsh Road just east of present-day Lower Burrell and named it after himself). This mill continued operation until1859 when it closed because it could not compete with larger mills owned by companies such as John Dennison and George Stephenson which had developed around Lancaster and Carnegie Steel townships north of lower burrell township limits. Many local residents were employed by these mills during this time including my father-in-law Wm Hulbert who worked at Stephenson's mill for many years before his retirement in 1960 There are also remnants of some older mills still extant today in areas such as Dutch Hollow just northeast of town center where an old flourmill used to stand; and White Sands between Welsh Road & Stillwater Roads which still produces flour for local markets today (although there has been much renovation over the years). It should be noted that some things have changed greatly since then likeLowerBurrella being annexed into Pennsylania Heights Borough effective November 14th 2003 however most aspects remain very much same including name change to UpperBurrell followed by annexation into Armstrong County effective January 1st 2009 . nonethelessLowerBurrella remains an important community within Armstrong County today with its own elected officials as well as numerous businesses and shops located throughout its boundaries
