Franklin Park was originally part of the Township of Huntingdon. On May 8, 1790, it was made a Village by an act of the Pennsylvania legislature. It was annexed by Huntingdon in 1868 and became part of the new borough of Huntingdon Heights that same year. The Borough Court House burned down on September 15, 1896 and was replaced by a new building located at 222 North 5th Street until its demolition in 1967. In 1934, Franklin Park became part of the newly created City of Pittsburgh when it merged with all other municipalities within the city limits including Squirrel Hill, Lawrenceville and East Liberty. United States Steel Corporation built a steel plant on the east side of Penn Avenue near Our Lady Of Mount Carmel Catholic Church which began operations in 1937. From 1951 to 1974, Franklin Park served as home to Allegheny County's only juvenile detention center known as "The Fords". The facility closed effective January 1, 1984 following revelations about child exploitation inside the facility). In 1968, after years of discussion between both communities and county officials over whether or not to annex into huntingDONHTSON community due to lack of space within the then borough boundaries (which at that time included much OFALLON), HunterDONHTSON finally annexed Franklin Park into their borough effective February 1st1968
