Chester is a small town located in York County, Pennsylvania, United States. It is the most populous municipality in York County and has an estimated population of 15,863 as of 2018. Chester is situated on the Susquehanna River at its junction with PA Route 11. The river forms the town's primary source of drinking water. The first settlers to what would become Chester arrived in 1753 from Shrewsbury, England by way of the Delaware River. They were farmers and started a tannery which still stands today on South High Street within the limits of Chester Township. In 1814, when Philadelphia was founded as a city, General John Forbes laid out what would become Chester on land that he had purchased from the native Pennsylvanian tribe known as the Schuylkill Indians. The name "Chester" was given to it by General Forbes after his forces destroyed two British forts in what is now southern Philadelphia during their campaign against Major George Washington's army during the American Revolution. The township was organized on November 1, 1814 and became a part of York County on January 1, 1815. On December 12, 1861, during the American Civil War (the war for independence), Confederate forces burned down many businesses including The tannery which continued to be operated by its original owners until 1865 when they were bought by Anthony Burns who moved them across the river into Uniontown where they remain to this day (now part of Reading). In 1907-1908 work began on developing what would become downtown Chester and it opened up to business on July 4th 1908 with fashionable stores such as Guggenheim Brothers department store being one of its first tenants followed soon by Sears Roebuck & Co., Jorgenson’s barber shop and other important businesses like telephone company building No 3 which remains extant today as One Liberty Plaza . Due largely to heavy industry development over ensuing decades more than two thousand jobs were created Downtown between 1950-1970 creating high concentrations along Third Street especially near Independence Mall ; however much recent development has occurred outside those boundaries including massive new housing complexes built around Interstate 90 although retail activity continues mainly along Market Street
