In 1772 Captain John Smith landed at Point State Park on the Monongahela River after having explored parts of North America for General James Forbes. He named his new settlement "Chester." In 1803 Samuel Morse built his mansion on Second Street between Market and Chestnut Streets; it still stands today and is used as an event center by local civic organizations. On December 3, 1807, during President George Washington's visit to Philadelphia, he addressed a crowd of about 50 people assembled at Market Square to celebrate Christmas. A plaque commemorating this event can be found near First Avenue and Arch Streets in downtown Chester Township (). In 1850–51 residentsChoice Land Company organized four agricultural fairs which attracted more than $5 million worth of crops to eastern Pennsylvania from various regions across America during that year alone. The company operated until 1907 when it merged with other agricultural companies to form Penn Central Railroad Company Limited Partnership (). On November 15, 1861 Chester voters passed an ordinance establishing public schools in their city limits beginning with grades one through twelve; these schools were eventually consolidated into Penn Central School District No. 2 () in 1966-67 by then-Mayor William Peduto (). Prior to this time students were transported back and forth between different school districts throughout Westmoreland County via horse or wagon trains (). By 1870 there were over 1,500 pupils attending school in town boundaries; however due to financial difficulties due largely to railroad competition (), only 178 children received education beyond grade Eleven through 1912 (. . .) The opening day for classes began September 6th 1870 with 809 pupils enrolled up against Competition School District #4’s 1123 enrollment (); public schools had finally become available for all citizens within twenty years following passage of legislation by Mayor Peduto!
