Carlisle is a town in central Pennsylvania, United States. The population was 9,812 at the 2010 census. It is the seat of Carlisle County and home to the University of Pennsylvania. The first Europeans to explore and settle in what is now Carlisle were French fur traders from Montreal. In 1768, Captain John Smith discovered and named the area after its founder, George Washington's military general, Colonel James Carlisle. In 1792, General George Washington's army invaded Canada through this region during their campaign against the British Empire; and upon their return home they built a small garrison here for observation purposes only. Prior to 1800 there was no permanent human settlement in what is now Carlisle Township or within present-day Borough of Carlisle together with most likely very little development taking place until circa 1800 due to lack of available transportation links between these areas and Philadelphia (the then capital). The first known settler in what is now Borough of Carlisle was Nicholas McGowan who arrived on horseback from Ireland on October 20th, 1800AD journeying via Cumberland Valley & Westmoreland County into Lancaster County and established a homestead called 'McGowanstown'. By 1814 McGowan had also erected a grist mill which operated successfully for many years as well as carrying on trade with local farmers by means of wagonloads of flour brought overland each day from Lancaster County by horseback riders/drivers: one such driver being Elijah Hickson (1802-1885) who later became postmaster at borough office. The townships that would form today's Carlisle Township were created when parts of Lancaster county were divided into two separate jurisdictions following the American Revolution – Upper Darby Township becoming part of Berks County while Lower Darby Township became part of Chester County. Prior to 1828 both Upper Darby & Lower Darby Townships formed part of licence District No 2 under licensees Michael Pugh (1786-1859) & Thomas Hallowell (1800-1868), respectively – thisLicensed District located mainly along Delaware River providing necessary transportation Links between these Townships for agricultural production carried out by Licensee’s teams consisting primarily Of oxen pulling carts loaded with produce transported downriver daily from surrounding fields&garden areas
In 1795, the area that is now Carlisle was part of the Kingdom of Pennsylvania. The kingdom was disbanded in 1776 after a battle between Great Britain and its allies and France. The borders of the new United States were drawn by Congress on November 12, 1781, and Carlisle became part of Delaware County. In 1802, it became part of Cumberland County. On February 14, 1847, Cumberland County split into two parts: West Cumberland County and East Cumberland County. East Cumberland county became Carlisle County on January 1, 1850.
