Carlisle is a city in Cumberland County, Pennsylvania, United States. The population was 21,859 at the 2010 census. It is the ninth-largest city in Pennsylvania and the most populous city in Cumberland County. The area that became Carlisle was first settled by Europeans in 1795 as part of the land grants given to John Dennison and his son George Washington Dennison by King George III of Great Britain. The town of Carlisle was chartered on November 3, 1815, when it became a borough under the name of "Carlisle Heights." The township was reorganized on March 15, 1836 as part of a larger reorganization which included all but two of Cumberland County. On January 1, 1907, Carlisle passed an ordinance creating a municipal government with its own police force. In 1907–1908, Carlisle also passed an ordinance providing for public education within its boundaries; this ordinance remains in effect today. On October 14, 1830 – one day after General James Kountze's expedition into what is now West Virginia and three days after President Andrew Jackson's order that military forces be ordered against scalping raids by Native Americans – Captain Benjamin Banneker delivered his report on "A Topographical Sketch" to Congress which shows then-Senator John Dickinson's efforts to have Indian Removal laws enacted during his term (1830–34). After discussing the report with General Anthony Wayne some weeks later at Fort Pitt Landing near Pittsburgh Banner Point Banneker proposed to use wagons along parts of the Ohio River where many Shawnee had been killed from 1800–1805 during removal operations led by General James Kountze and Major David Wilcox as part of Operation Long Knives across much of eastern Kentucky - actions were eventually abandoned due to lack of support from both President Jackson and congressional Republicans following bitter partisan bickering over appropriations fiscal issues related to Indian Removal policy changes implemented under Vice President Martin Van Buren (1837). The town site that would become Carlisle was laid out by commissioners appointed by Pennsylvanian Governor Basil Hayden on February 24, 1839 based on surveys made during May 1838 while he served as Secretary Of State under Ulysses S. Grant (1829–37). At first only plat blocks were developed; however soon subdivisions began being erected according to property lines then current including streets running north/south through downtowns towards University Park and east/west towards Mechanicsburg or other large towns situated adjacent to rivers or fertile valleys such as Coal Township west side coal seam region etc.. By 1860 about 80% development had occurred with plats remaining for single family homes having entrances off Market Street whileresidential areas stretched generally northwestward around College Avenue becoming known today as downtown Streetsboro including present day Market Street extending northeastward past Race Hill until reaching US 322 just east of Parkersburg replacing original alignment originally designed primarily for connection between Cumberland Valley Railroad mainline southwesterly from Hallidaysburg thence northeasterly over Sprinkle Mountain Lake before rejoining original alignment approximately 2 miles southwesterly from Parkersburg via new alignment called Race Hill Road originally built for horseback transportation between Hallsburg & Parkersburg access points until joining main line approximately 2 miles southeast from Hallsburg along curve located near present day University Park Drive

Roosevelt, who resided here from 1933 until his inauguration as President of the United States in 1937.
Carlisle is a city in and the county seat of York County, Pennsylvania, United States. The population was 921 at the 2010 census. It is the second most populous city in York County after Harrisburg. The first European settlers in Carlisle were Scots-Irish Presbyterians who arrived from Ulster Province in Ireland in the mid-18th century. They built a small community on what is now the south side of town, and named it for their patron saint, Carthusian friar John Baptist Carlisle (1723–1789). In 1792, General George Washington visited Carlisle and included it among his itineraries as a stop on his journey to visit major American colonies. In 1814, when hostilities began between Great Britain and France over control of North America, many Scots-Irish decided to leave for Canada rather than fight for England. Some returned during the War of 1812; others found new homes around Carlisle and throughout central Pennsylvania. by 1830 there were more than 1,000 people living in Carlisle proper. In 1881, local businessmen organized an agricultural fair that became known as "The Cotton Fair." The fair attracted attention from all over America because of its quality cotton exhibits and its location near Lancaster County's largest steel mills. The fair continued until 1917 when World War I interrupted production at those mills and destroyed much of rural Lancaster County's economic base. During World War II, several thousand men from across Lancaster County came to work at two military plants located in nearby Scranton/Wilkes-Barre: Du Pont Corp.'s aluminum plant (now part of PBF Energy) and Bethlehem Steel Co.'s shipbuilding division (now Huntington Ingalls Industries). Many residents of rural areas lost their jobs during wartime but recovered quickly through post-war reconstruction efforts led by President Franklin D Roosevelt. After years of decline following World War II, job growth resumed in the early 21st century with investments by local businesses into advanced technology companies such as Googleplex Inc., Facebook inc., Apple Inc., Amazon Web Services Limited Partnership), Pfizer Inc., Microsoft Corporation (the company that later became Nokia)and Lockheed Martin Missiles & Space Company - making Carlisle one of America's most forward-thinking cities while still keeping close ties to traditional agriculture
