Carlisle is a small town in central Pennsylvania that was founded in 1795. The population was 2,500 at the time of the 2010 census. It is located on the north side of Carlisle County, about 25 miles (40 km) east of Philadelphia and 50 miles (80 km) west of Pittsburgh. The town originally consisted of two settlements: Carlisle on the southern edge of what is now Carlisle Township and Round Top on the southwestern edge. In 1802, Round Top was merged into Carlisle and most of what is now eastern Carlisle Township was added to it. The townships were first organized as counties in 1795 but they were renamed after Ulysses S. Grant during his presidency in 1876 because he favored their formation into municipalities. In 1892, the state legislature passed an act which changed various terms for township governments including "county" to "municipality". This change led to a decrease in population due to people moving away from rural areas for economic opportunities within city-led municipalities. However, when manufacturing became more prevalent within cities throughout Pennsylvania during the mid-20th century, many residents returned to rural life and few new residents have moved into town since 1992. Today, there are still several small villages scattered around town periphery such as Millcreek Township on the east side and Newfields Township on the west side which continue to be inhabited by descendants of early settlers who arrived here during early 19th century times when transportation options were limited and food supplies scarce

In 1824, the area around Carlisle was part of a large land grant to John Dickinson. The area now includes parts of Pennsylvania and Delaware. The first settler in what is now Carlisle was Nicholas Sennett, who founded a small town there in 1825. By 1830, the town hadgrowth and by 1840 it had a population of over 100 people. In 1851, the Penn Central Railroad arrived in Carlisle, making it an important transportation center for the region. This helped to spur development in the town and make it one of the mostimportant economic hubs in eastern Pennsylvania.
