Carlisle is a town in Lancaster County, Pennsylvania, United States. The population was 9,362 at the 2010 census. It is part of the Philadelphia–based metropolitan area. The first known house in Carlisle was built by George Rogers Clark in 1795. After the Revolutionary War and until 1800, it was an agricultural village. The first post office in Carlisle was established on July 1, 1814. In 1838, the town became a borough and lost its independence to Lancaster County. In 1881, Carlisle became the capital of Lancaster County after being chosen as one of four communities within the new county due to its close proximity to Philadelphia and its strategic location on Route 322 east of Reading (the original route followed by Pennsylvanian settlers). The name "Carlisle" originated from a variant form of "Charles". Since then, Carlisle has experienced rapid growth with several annexations including a largeindustrial park adjacent to downtown that now houses over 100 businesses; an addition of two shopping malls - one anchored by JCPenney and Macy's; and an annexation by Bigelow Township which added 2,000 homes between 2009-10 and makes it one of the fastest-growing township governments in Pennsylvania. Despite these successes there have been periodic controversies over development or zoning decisions made by Carlisle officials which have often led to public pressure for change or reversal - most notably when plans were announced for a major residential project near campus that encountered strong opposition from students who felt their privacy would be violated; when authorities granted approval for construction atrisk properties adjoining small creek beds despite objections from environmental groups; or when plans were approved for another large industrial development adjacent to downtown only days before local elections which drew significant criticism from residents who feared their neighborhoods would be taken away if they did not support the incumbent government
