Carlisle is a community in the Lehigh Valley, Pennsylvania region. It is located on the north side of the Lehigh River, east of Allentown and west of Bethlehem. The population was 12,878 at the 2010 census. The town site was first settled in 1795 by Germans who had come to Great Britain as part of the American Revolution. When they were expelled from their homeland in 1813, they developed a small farming community around what is now Carlisle Barracks. That year, General George Washington chartered the township to be named for him and his wife Martha Custis Washington (the daughter of John Adams). The town grew slowly until it became an agricultural center with a large market and several stores after railroads arrived in Carlisle in 1868. In 1893, Carlisle erected its first schoolhouse and began to build its first churches. By 1920, about 60% of the male residents were working outside the home while only 10% were farmers; however, there remained strong industrial ties to agriculture through various businesses such as farm implement dealers and textiles products manufacturers. In 1933-1934 during President Franklin D. Roosevelt's New Deal programs, Carlisle experienced one of its most dramatic transformations as 300 jobs were lost when local steel mills closed due to cost overruns on government-mandated fuel efficiency improvements. Afterward, many small businesses closed as well and unemployment rates increased rapidly; but by 1940 only 16% of residents still worked outside the home while 55% continued to rely heavily on agriculture for income. However, during World War II both industries came back into production with significant new investments: 1) 45% of all jobs created here between 1942-1945 came from manufacturing; 2) There was also major growth in military housing development that produced thousands of new homes for soldiers barracks and other purposes; 3) Housing developments such as Blairsville started coming online early following Pearl Harbor making Carlisle one of oldest continuously built communities in America along with Scranton/Wilkes-Barre/Wilkinsburg Township PA before those cities joined Philadelphia metropolitan area in 2015 The post-war period saw a gradual downturn beginning with oil embargo set off by war prices Surge later caused by recession total joblessness reached 25%.
