Bethlehem was founded by colonists in 1684 as a small trading post on Big Beaver Creek near modern day Johnstown. The post served as an important transportation hub for goods arriving from southcentral Pennsylvania and northern Delaware County. In 1822, Bethlehem became one of three townships within Allegheny County when it was created from parts of four separate townships that had earlier merged to form that county. The township's boundaries were changed several times over its history; it lost most recently its eastern border at Upper Stroudsburg in 1957 to make way for the construction of Interstate 76W and other development projects. In 1793, Bethlehem erected its first schoolhouse which still stands today on Main Street across from the present-day courthouse building. In 1828, Bethlehem was chartered as a borough with charter number 1120 & issued 10 burgesses who were elected by popular vote to serve two-year terms with no term limits unlike commonwealths at that time which were governed by hereditary nobility or governors appointed by royal decree after ratification through committees set up specifically for this purpose including Samuel Morse Sr., inventor of Morse code & father of Samuel Morse Jr., also an inventor & developer of television(& telephone). One councillor is known to have been James Caldwell who represented what is now District 4th Ward alongwith his brother George Washington Caldwell until they both resigned due to health concerns following stints living in Lebanon during American Revolution while their father fought against British forces there; this left GeorgeWashington Caldwell sole proprietor & representative for all residents within Borough boundary making him effectively equal with mayoralty/council formality but without actual power or authority! He did not live long enough to enjoy such high honors however as he died suddenly less than two years into his tenure leading to Garrett Wright becoming acting borough President effective immediately upon designation instead! The growth around those days led eventually to Bethlehem annexing neighboring Westmoreland Township in 1857 thru annexation proclamation processed thru Secretary Edwin Stanton’s office under penalty Of $5 per capita assessed valuation increase if Not accomplishedwithin Ten Years due To continuing rapid population growth rate (& consequent need for additional public buildings especially schools since only 3% tax rate applied even tho property values increased more than 50%!) bypassing normal Town Meeting process!)& resulting In large tracts OF PUBLIC LANDS going unoccupied literally being dedicated future city blocks!!!!! This despite protestations (& petitions!) By many prominent citizens including then Mayor Garrett Wright personally highlighting potential implications such as loss Of quality public services essential ForVoices messages carrying daily smack dab IN THEIR ARROWHEAD!! All too often progress is held back by inertia despite clear warnings!!! As one resident put it “Why can't we just get along? We're friends!" When annexed into Pittsburgh proper in 1903 much discussion took place about whether or not Bethlehem should become its own city rather than be part of what would soon become one large metropolitan area - discussions culminating finallyin 1907 when resolution supporting merger was passed overwhelmingly by both City Council & Common Council setting off a chain reaction whereby dozens more municipalities within Allegheny County were established over ensuing decades culminating ultimatelyin 1995 when all but 2 out of 27 original counties in Allegheny County became fulltime municipalities!
