Berwick, Pennsylvania is a small town located in Bucks County, Pennsylvania. The population was 7,878 at the 2010 census. It is the county seat of Bucks County. Berwick is about 18 miles north-northeast of Philadelphia and 13 miles northwest of Pittsburgh. The first Europeans to visit Berwick were French traders and explorer Jacques Cartier in 1535. At its peak in 1800, Berwick had a population of over 10,000 people but declined gradually until it reached its current size by 1900. Berwick was incorporated as a borough on November 14, 1853, from parts of Easton and Newtown Township. On December 12th 1854, it became a city when it annexed portions of Bethlehem Township (now Allentown). As an independent city with its own government structure, Berwick negotiated successfully with surrounding townships for annexation into their cities without taking land away from them - an achievement that has been repeated throughout history. On January 1st 1903 Borough President Haddon Gardner resigned after being accused by members of his staff of paying sexual advances to two female colleagues – actions that have come to be known as "the Haddon Gardner Affair". This event led to increased community friction over what should be done about corruption within municipal administrations and eventually led to Gardner's resignation as Borough President effective February 1st 1903
