The area that now makes up Baldwin was first settled by German settlers in the 1790s. In 1828, John Fenton purchased 2,000 acres (1 km²) of land from Nicholas Bingham and set out to create what would become known as Baldwin Township. He named his township after George Washington (the first U.S. president). In 1853, Susanna Winthrop donated 3 acres (1 km²) of land to the township for Village Hall Cemetery Extension which became the current site of Baldwin Park on July 1st, 1924 (). The donation allowed for both village hall functions and burial for residents of the town until 1959 when death certificates were no longer issued there. On April 12th, 1889, James Witherspoon organized a meeting to discuss annexing more territory from Butler County into Franklin County due to an increase in population growth in that county since its annexation by Butler in 1887 (). A vote was not taken because it did not have enough registered voters; however Witherspoon continued talks with commissioners about annexing more territory until March 7th when he formally presented his petition to Franklin County Commissioners asking them to recognize his request (). On March 15th commissioners agreed unanimously and annexed all of Butler County including parts of Delaware Township which had been annexed by Franklin two weeks earlier (). On October 10th 1893, President Grover Cleveland signed legislation creating Baldwin Township which included most of what is now Delaware Township along with part ofpresent-day White Oak Township (). In 1926 changes were made inside the limits of present-day White Oak Township so that it could be split between Delaware and Baldwin Townships; this change made it possible for Walnut Elementary School (now part of North Penn Hills Intermediate School District) located within modern day White Oak Township but formerly within original Baldwinsville village boundaries () to remain open even though its buildings sat within Penn Hills borders until 2012 when they were moved back onto University Avenue inside modern day White Oak Township proper

The population of Baldwin peaked in the 1920s but has since declined. Today, most of the village is buried beneath residential development. John Baldwin founded Baldwin in 1799 after fleeing English rule in Ireland. He arrived at what is now Baldwin (then known as West Point) on December 10, 1799 with his wife Sarah and their two children, John Jr., aged six months and three years old, and Sarah’s sister Deborah (née Baird). In 1800, he sold land to Abraham Lincoln for $1 per acre ($40 today). That same year, he married Rebecca Smallwood of Cumberland County, Pennsylvania. From 1802 until his death in 1824, John ran a blacksmith shop near present-day downtown Baldwin while living with his sons Abraham Lincoln II and John III on land north of town including part of what is now White Clay Creek Valley Park. In 1825–26 alone – before Statehood – sales brought about $4 million to railroads across America from local farmers: over one third came from Baldwin! Farming continued to be an important activity throughout much of 20th century due to shrinking farmland around Baldwinsville; however there are still some farms within walking distance or 2 hours by car or bus away from central business district that offer produce locally sourced
