In 1886, the town became part of Greene County and it has since grown to include a total of 12 businesses including 4 banks and 9 churches. In 2000, a new elementary school was built adjacent to the old one which served the community until 2003 when it closed due to budget cuts mandated by then-Governor Tim Kaine. A new elementary school will be built as part of a $27 million project announced by Mayor Jeffrey Siegel late last year that would also include an amphitheater and playgrounds for the town's children. Baldwin is home to two colleges: Pfeffer University (a private university) and Armstrong State Community College (ASCC). Pfeffer University offers undergraduate programs leading to degrees such as business administration, engineering/technology, agricultural science/farming, information technology/internet marketing/web development and health care management; Armstrong State Community College offers associate degrees including arts & sciences/liberal studies, vocational education/training and public safety officer training; both institutions are members of Penn State Altoona-Blair Campus System which provides high quality educational opportunities within 30 miles of Altoona-Blair Airport.
