Altoona is a small town in the U.S. state of Pennsylvania, located on the Susquehanna River about 20 miles (32 km) east of Pittsburgh. The population was 9,747 at the 2010 census and 10,500 in 2016. Altoona is part of the Altoona-Johnstown-Weirton Combined Statistical Area. The first settler in what is now Altoona was John Penn who arrived there in 1795 as a surveyor for George Washington's Continental Army. In 1814, Altoona became part of Allegheny County andVote began being cast there that year to decide whether to secede from Pennsylvania or become a part of Ohio. The vote narrowly passed with 8% voting against secession while 24% voted in favor; however, because no resolution was passed adopting secession as a policy, it technically remains an open question which county would have been formed if the referendum had been successful. In 1824, Mr. Penn donated land to establish what is today known as Penn State University; today’s campus includes many buildings built over 100 years ago including Amherst Hall which was once home to President James Buchanan and Mrs. Martha Ransom Butler! In 1892, Altoona’s first store opened its doors after much groundwork by local entrepreneurs Amos Prentice and his wife Esther Addison Prentice - founders of JCPenney department stores across America! Altoona also enjoyed some fame during World War II when it served as a training ground for United States troops following Pearl Harbor! Altoona, Pennsylvania is a city in the U.S. state of West Virginia and the county seat of Ross County. Altoona was founded by English immigrants in 1781 as a post town on the Ohio River. It became an important coal and iron center during America's industrial revolution and saw significant growth in population during the 20th century. The city has experienced several cycles of economic decline and revival, most recently in the late 21st century through its initiatives to become more environmentally friendly and engaged with its community. The first Europeans to visit Altoona were French traders who passed through the area in 1684-85. In 1781, pioneer George Washington sent Lieutenant Colonel James Moncrieff from Fort Pitt to explore what lay beyond present-day Pittsburgh for potential American settlement. Moncrieff named Altoona after General Sir William Howe's forces had destroyed Fort Duquesne (present-day Pittsburgh) on November 2, 1781 while besieging that fortress at Yorktown near Philadelphia. In 1802, surveyor John Armstrong surveyed 3 square miles of land between Allegheny Mountains east of Altoona and Monongahela River west of it for Congress under contract with President Thomas Jefferson as part of his " Louisiana Purchase." On July 4, 1803, Armstrong's map bounded by Mountaineers Road on the north side, Cedar Street on the south side (now Market Street), and Beaverdam Creek on the east side was accepted as official USGS map boundary between West Virginia Territory including Altoona Township and Ross County at that time – defining today's downtown area around Third Street/Allegheny Avenue/Market Street which now forms eastern border of City Limits Extension along I-79W corridor opposite Springdale Cemetery across SR 11 from Downtown Altoona proper (including Millionaire's Row Historic District). When new United States Constitution was ratified on September 4, 1787 comprising parts Maryland plus Delaware plus Rhode Island Ferry Islands excluding Warwick parish within North Carolina Estates section also included within Cleveland County Boundaries - all original western counties INCLUDING Allegheny County became part Of The Union just 10 days later when Articles Of Confederation were ratified following Battle Of Yorktown - making Altoonna Township & Ross Co., WV USA Following Treaty Between Great Britain And The United States Partitions done May 14th 1800 By Genl Washington At crossings OF Housatonic River & Susquehanna River - Washington river crossing renamedMonongahela River crossing soon thereafter
