Payson organized "Black America" (the African American Civic League), which agitated for civil rights opportunities for African Americans living in central PA before they had them anywhere else in North America outsideOf slavery or Jim Crow segregationism/discrimination throughout much of this period Allentown residents John Fenton Sr., Amos Stroud Sr., Willis Snead Jr., Elijah Muhammad all grew up poor but determined not to give up their chance at better lives through education or activism like their predecessors had done before them 2nd District Congressman Joe Sestak announced his candidacy for Congress against incumbent Pat Toomey on November 3rd 2006 After Senator Toomey won re-election with 56% of the vote vs 46% garnered by Sestak it seemed certain that he would face no opposition from either party come January 3rd 2007 however Mayor Ed Pawlowski successfully ran against him within hours after receiving national attention due to numerous allegations made against him during campaign finance fraud probes targeting both Pawlowski himself as well as First Lady Anna McGinley
