He built a cabin on his farmstead known as "McLoughlin's Woods". The town site was selected for its scenic beauty and its location near Multnomah Falls. A post office called "Woodburn" was established in 1855, and remained in operation until it closed on July 15, 1966. In 1908, businessman David Ladd opened the first store in town which became one of Oregon's leading stores selling goods made from wood burning heaters and other home heating products At that time most people living around here still heated their homes with open fireplaces or open flames from an early age! For example, many people continue to live and work in town while enjoying all that it has to offer; moreover, there is still much hope for improvement upcoming for both the economy and local culture.

In 1865, the town became a railroad junction. In 1867, the Oregon Mail Railway came to Woodburn and began serving the town as well as Grants Pass. The population of Woodburn grew rapidly during the late 1800s, reaching its peak in 1901 when it had a population of over 1,000 people. However, during World War I (1914-18), Woodburn's economy shrank due to military production at nearby Hallam Army Air Field. The population declined again after World War II until reaching its current level in 2000.
