Woodburn is a small town in the US state of Oregon, located about 15 miles southeast of Portland. The population was 1,851 at the 2010 census. It is part of the Salem-archipelago metropolitan area. The first white settlers in what is now Woodburn arrived in 1847, and it became a town on December 12, 1850. In 1863, the first post office was established in Woodburn; it remained open until 1907. The community also saw an increased level of development during World War II as its location near Portland allowed for large quantities of munitions to be produced and exported from the town. Since 2000, much focus has been placed on redeveloping downtown Woodburn with mixed-use projects that would include office space and residences as well as a public square or marketplace where local businesses could sell their products. There are currently no plans for any further growth within the boundaries of Woodburn itself; however, there continues to be chatter about potential developments that could take place within nearby Salem or Hillsboro townships that straddle Interstate 5.

Woodburn was a small town in Oregon until the early 1900s. It was located about 25 miles east of Portland on the banks of the Willamette River. The town developed around a sawmill, gristmill, and flour mill. The first mention of Woodburn is from 1859 when it was called "Woolburn." In 1862, the town became an unincorporated community within Clackamas County. In 1868, it became part of the newly formed Multnomah County. In 1872, a post office was established at Woodburn by J.D. Kendrick and A.C.Snellis with the name Woolburn; however, this post office operated for only one year before being closed due to lack of mail traffic. On May 1st, 1873, Woolburn incorporated as a village under the name "Woodburn." The incorporation came about because there were not enough votes to incorporate as an unincorporated community into Multnomah County without having local government status like a village did. The first settler in Woodburn was George Wirt who arrived in December 1870 from Illinois and built his home on what is now Main Street near where Richards Elementary School is today. Wirt's wife Esther also lived in Wood Burnett for many years before she died in 1919 at age 86 years old according to county records
The town of Woodburn was founded in 1871 by James and Malia (Dickinson) Hoadley. The post office was established in 1872, and the first store was built in 1874. The population of Woodburn increased rapidly during the early years, and two stores were built on the site of today's Central Library in 1886. In 1886, the town became a city, and the first mayor was James Hoadley. In 1907, Woodburn merged with neighboring Harrisonburg to form a new city government. In 1918, Woodburn-Harrisonburg City School District No. 1 merged into Lane County School District No. 1 to form Lane County Schools. In 1922, Lane County Schools purchased the property that now houses Central Library from the Hoadleys for $1 million. In 1935, Lane County Schools merged with Oregon State University to create OSU Northwest University System; however, OSU Northwest University System continued to operate as an independent university until it severed its ties with Lane County Schools in 1990. During World War II, Woodburn-Harrisonburg served as a bombing ground for USAAF Pacific Air Forces Operation Thunderclap; about 100 buildings were damaged or destroyed in one day when over 50 bombs hit the town on November 17th 1944
