In 1892, Oregon became the first state in the Union to pass a law regulating firearms. This action was spurred by an event that took place at a ranch in Woodburn. A group of men had gathered to settle a land dispute and when they attempted to take aim at one another with their shotguns, they found that none of them could hit their targets. That event is commonly known as the "Gun Sight Incident." The ranch owner then decided to put up gun sights on his property and it has been said that this practice began in Woodburn as well.

In 1851, the United States government appointed a committee to study the feasibility of opening a wagon road from the eastern Oregon Coast to the California Gold Rush. This road was eventually built and named the Oregon Trail. The town of Woodburn was founded on this wagon road in 1861. Woodburn became an important commercial center for eastern Oregon during the early 20th century. The town's growth led to its development as a social and cultural center for the region. In 1916, Woodburn was renamed Portland after General William T. Sherman, who had played a role in suppressing Chinese Americans in Oregon during the 19th century. Today, Woodburn remains a small but vibrant community located just outside of Portland,Oregon. The town's rich history and culture has made it an important stop on Route 97, which connects eastern Oregon with western California and Nevada.
In 1847, the United States sent General James K. Polk as the president of the United States in an effort to gain recognition from Great Britain for its role in the Mexican-American War. Polk arrived in Woodburn on July 12 and asked for volunteers to fight in the war. On September 9, 1847, a group of men organized by Captain John Fetterman founded the First Oregon Volunteer Infantry Regiment. The regiment was composed of men from eastern Oregon, including Woodburn. The first battle fought by the Oregon Volunteers occurred on October 24, 1847 at Battle of Chihuahua Creek against a force led by Adobe Walls. The regiment participated in engagements such as the Battle of Buena Vista on November 7 and 8, 1847; Battle of Monterrey on December 6; and Battle of Lacaño del Rio on January 2, 1848. By February 4,1848, all but one company had been disbanded due to lack of recruits or money. However, another company was raised and began fighting under Colonel George Crook’s command until he was killed at Montezuma Pass on March 3rd while leading his battalion into battle against Pancho Villa’s forces On April 15th 1840 Wm Hutton established a post called Fort Hutton near present day Albany about 12 miles south east of Woodburn
