The town was named after the American military general George Washington Woodburn and his unit, the 2nd Infantry Regiment of the California Volunteers. The community was founded on a small farm that became known as “The Hill” because it overlooked the city of Portland. By 1860, Woodburn had a population of 100 people and began to grow rapidly due to its fertile soil and strategic location. In 1872, the town reached its peak with 1,200 residents. However, by 1880,woodburn had shrunk to just 50 people due to increasing competition fromPortland. In 1893, woodburn was renamed Salem after the then-Governor of Oregon Territory Joseph Lane Salem. Salem slowly lost its importance over time until it completely disappeared during World War II when all but 4 buildings were destroyed in an air raid. Today only two remaining structures from early Salem remain: The former post office and a building used as a fire station which is still standing today responsible for saving many lives during WW2. Despite its short lifespan as a town - only lasting 25 years - Salem has left an indelible mark on Woodburn history that will continue to be felt long into the future!

Woodburn was founded by George Washington in 1795. The town was named after General George Woodbury, who had fought in the American Revolution. In 1847, the town became a county seat and was renamed Woodburn County.
