Woodburn is a city in Clackamas County, Oregon, United States. The population was 7,711 at the 2010 census. It is the county seat of Clackamas County. The first European settlers in what is now Woodburn were prospectors and farmers who developed land around Mount Hood and found success with their crops and livestock. Businesses grew rapidly during the early 20th century as logging became an important industry in Oregon. In 1916, when Oregon became a state, Woodburn became its second city. The growth of the city led to the construction of many new buildings including a grand courthouse and firehall in 1924; a library in 1928; and an hospital in 1933. During World War II, Woodburn supported military efforts with its production of munitions and clothing for American troops. In 1945, after years of growth and development, Mayor John Kline announced that Woodburn would become an incorporated municipality. On July 1, 1990, Waterfront Park opened as one of several landmarks associated with Portland's "water front district". During recent decades there has been significant redevelopment occurring throughout downtown Woodburn which has resulted in new businesses opening up along State Street as well as some exciting projects like The Overlook (a hotel/residence complex) being built on top of existing structures downtown which promises to change how people view downtown when they visit it for recreation or business purposes only!

The town of Woodburn, Oregon was founded in 1859 by Ezra Norton and his wife, Nellie. The town was named after the wooded area near their home. In 1871, the town had a population of 153 people and was founded on an agricultural ranch. The first store in Woodburn opened in 1872. The town developed into a small community with a few businesses and two schools. In 1915, the name of the town changed to Woodburn Village to reflect its new development as an interim stage for further growth in the area around it. On January 1, 1916, Woodburn Village merged with Beaverton to form the city of Beaverton. The City Council soon decided that annexing adjacent rural areas would be more efficient than developing separate villages and annexed most of the surrounding countryside including parts of what is now Salem County. In 1921, when Oregon became a state, Woodburn voted to become its capital city. In 1970, when Oregon dissolved its statehood system and became a unitary state under one government structure (the States), Beaverton assumed control over all municipal services within the city limits except water management which went back to Woodburn Village until 1984 when they were merged into Beaverton proper again.
The first white people to settle in Woodburn were the Winesburg brothers, who arrived in 1853. The town was founded on a bluff overlooking the Willamette River, and began to grow rapidly after it became a stop on the Oregon Trail. By 1870, Woodburn had become one of the largest cities in Oregon. It remained an important center for trade and industry until the early 21st century, when it began to decline as a result of technological advances and suburban development.
