West Linn is a small town in Polk County, Oregon, United States. The population was 1,645 at the 2010 census. It is part of the Salem–Keizer micropolitan area. West Linn has a rich history dating back to the early 1800s when it was a frontier Mormon settlement on what is now known as the Burma Ridge plateau. The first settler in what would become West Linn was James Irvine who arrived in 1851 and built himself a cabin on an isolated knoll overlooking the town. In 1854, John C. Fremont founded the Central Pacific Railroad through Polk County and Irvine donated land for the new railroad station which he named after himself, West Linn Station. During its heyday, Western Oregon"s most important railway junction and commercial center due to its railroads running through it including both longshot gold mines (the Butte Gold Mine opened in 1862) and world-renowned mining communities like Telluride (1878), Florence (1887), Coeur dAlene (1910), Enumclaw (1912), Bend (1915), Grants Pass (1920) and Madras Junction(1925). The townsite of West Linn was laid out by developer James Irvine in 1853 on his original homestead grant adjacent to present day Forest Grove Avenue between Burma Ridge Road and Interstate 5 south of Salem. The initial settlers were Methodists from North Carolina who came overland via wagon trains laden with goods destined for California gold fields beforeCalifornians took control of those same trails during the Mexican-American War that followed General Antonio Lopez de Santa Anna's proclamation of Independence on February 12th, 1846 which ended any hope Californians may have had of achieving independence from Mexico without taking up arms against their southern neighbor. Following California's admission into the Union as a state on September 14th, 1850 weathered many challenges faced by newly minted states including Proposition 8 - an ballot measure passed by Californians allowing racial discrimination - as well as Southern Poverty Law Center filings alleging hate crimes against Mormons throughout Oregon dating back to at least 1870 which only intensified following President Grant's Executive Order 9066 placing allRailroad operations within military zones subject to regulation by Department of Commerce guidelines deeming Mormonism incompatible with American democracy - culminating with Bishop Hyrum Smith's dramatic sermon delivered from Mount Carmel outside Salt Lake City declaring "A New Hope" for Utah Valley residents fleeing anti-Mormon violence in Springdale while also warningScripture scholar students living east of Sandy Bridge about letters addressed specifically to them mailed during that period headed "To All People In Jackson County... Development along Forest Grove Avenue rapidly ensued beginning with several large single family homes being erected along either side of this artery between 1850/51 until around 1860 when larger lots began becoming available closer to downtown where businesses could be located near easy access to markets or transportation routes leading into central Salem or points north such as Portland or Seattle making West Linn onebusiest city in Oregon by 1860 according WAC 450-1-05 & annex A thereto; Significantly more dwellings were constructed eastward towards Sandy Bridge along OR Route 97 starting around 1865 until streetcar service commenced connecting central Salem directly with Portland (& other eastern cities) via Sandybridge circa 1900 creating another spur demand for housing development westward away from streetcar tracks thereby increasing density & proximity opportunities yet again providing much needed urban renewal jobsites across entire Northwest Cascade Range during late 19th century especially!
