West Linn, Oregon is a town located in Clackamas County, Oregon, within the city of Portland. The population was 7,546 at the 2010 census and 8,711 at the 2015 census. West Linn has been around since 1859 when it was named for Fort Vancouver by Captain John McLoughlin. The town first began to form in 1861 as a small farming community near present day Mount Hood National Forest. The first post office opened in 1865 and the first school opened in 1867. By 1870, people had formed a townsite and started to build homes. The town's name soon caught on and by 1879 it had become the largest settlement in Clackamas County with a population of over 100 residents. In 1893, the Oregon General Assembly passed an act which allowed for annexation of portions of neighboringmelbourne Township into West Linn. In 1907-08, voters passed an ordinance allowing for female suffrage and incorporation as a city on November 3rd of that year. On December 21st 1908 Mayor Haldeman delivered an address before City Council recognizing that "the citizens have heretofore done all things possible for their own advancement" but desired more attention from the City Council so they could better serve their citizens "and promote general progress." On January 5th 1909 Mayor Haldeman presented to City Council his motion proposal to annex additional land east of Neil Road which would create what would become Northwest Portland - creating one more area within which West Linn could grow and prosper as its own city government was created with full authority over all aspects of municipal life including zoning laws and planning regulations; this new municipality would be known as Portland (or simply Portland). The annexation proposal failed due to lack of support from both sides of City Hall but it marked another step forward for West Linn as its economy boomed due to increased trade withPortland thanks to railroad construction along Interstate 5 (nowknown as Aviation Boulevard). During World War II much activity took place at the nearby naval base at Pearl Harbor which led several businesses such as Wacoal Rubber & Steel WorksEmployees were drafted into service duringWWII starting on December 7th 1941 until September 2nd 1945 when orders came down from Washington D C not to send any more troops overseas because of fears they may fall victim to Japanese aggression or sabotage efforts; instead many men volunteered or were given deferments so they could continue working at home rather than go off into battle knowing their lives might be forfeit should hostilities break out again After years of growth without corresponding increase in services or infrastructure our elected officials decided thatWestLinnie needs more water storage capacity so Aqua America Pipeline will build a pumping station just northwestofthe old jail siteon Old Perry Road; this project is expected to cost $25 million dollars however only $9 million has been obligated thus far making it oneOftheworld'slargest unfinished infrastructure projects ever .
