In 1916-17 Tualatin Chamber of Commerce created what is now called Pioneer Square – an area bounded by First Avenue NW (the original business district), Interstate 5W (now University Boulevard), Willamette Avenue NE (then Sandy Boulevard) and Northwest 15th Street NW – as a commercial center that grew rapidly with new businesses opening up along Pioneer Square's streetcar lines. In 1927 Tualatin voters passed Measure U which limited property value growth within city limits while allowing other developers greater opportunity for building within limits set by City Council resolution
