It was known as "the heart of Oregon" because of its location on the Willamette River just east ofPortland and its access to water supplies for irrigation and mills. In 1851, James Kapp donated land adjacent to his home on Multnomah Bayou for a school district that would be known as Kapp Academy. In 1863, John Sutter founded an agricultural colony called Sutter's Fort on what are now parts of south Clatsop County and north King counties near present day Eugene. By 1871, some 3200 families had built homes around Sutter's Fort; goods imported from England were used to build up this heavy industry during the early years of our town growth." A post office called "Tualatin" was established in 1865; it changed hands several times before being acquired by the Postal Service in 1893.. In 1903, Portland City Council voted to annex Tualatin into Portland so that it could share services with its growing neighbor across Northeast 4th Avenue; however Mayor Charles Evans vetoed their proposal due to concern about possible job losses within Tualatis community should annexation be approved." After World War II ended and new waves of immigrants poured into America, many people wanted jobs in what were then rural areas like Clatsop County where there weren't any good opportunities available until industrialization arrived." In 1951 when James Kapp donated land adjacent to his home on Multnomah Bayou for a school district that would be known as Kapp Academy – one hopes he might have been inspired by nearby Portland’s success story which started out small but grew into one of largest metropolitan areas in North America – things started happening fast here too! With Darlene Castleman as Superintendent (later named Commissioner) things really got going with enrollment increasing from 5 students per teacher in kindergarten through 10th grade to 25 students per teacher starting High School! That’s right folks: We Graduated Over 25 Students Per Teacher From Our Kindergarten To 12th Grade At The Same Time As Our Schools Were enlarging! And That Was Only In Pre-Kindergarten!! Today we continue this proud tradition with our Pre-Kindergarten program which enrolls 30+ kids each year!"
