Oregon was the first state to legalize firearms in 1859. Firearms were not widely used at that time, but they soon became an important part of Oregon’s society. In 1907, Tualatin became the first city in Oregon to have a municipal ordinance regulating firearms. This ordinance prohibited anyone from carrying a gun within 100 feet of any business or public place where alcohol was sold or served. The ordinance also banned any person from selling or giving away firearms without a permit. In 1923, Tualatin amended its Municipal Ordinance No. 4 to allow owners of handguns to carry them openly within their own homes without having to get permits from local police departments. The ban on handgun carry was repealed by voters in 1965 when they passed Measure 3A which authorized residents to carry handguns unloaded and unaltered in their homes as well as at public places such as stores and schools subject to certain limitations including waiting periods and inspections by local police departments.
