It was incorporated as a town in 1903. The name derives from the Spanish word "tucuman," meaning "a great rabbit." Oregon Route 97 forms the eastern border of Tualatin and flows through it parallel to Willamette River Boulevard (SR 99). North of SR 99, Oregon Route 26 follows Willamette River south to its confluence with the Columbia River at Richland County line. The west side of town is largely rural with small villages located within or near Interstate 5 and US-5 Alternate east of downtown; these villages are generally unincorporated until they join Tualatin Township for municipal purposes and are included within the limits of Tualatin proper. As of 2010, there were 21,813 people living in Tualatin according to the 2000 census figures; 11% more than the 1990 figure while population density has decreased 3%. Downtown saw an increase in population between 1990 and 2000 with 10%, but this declined significantly between 2002 and 2010 when only 2% growth occurred - likely due to redevelopment projects that took place around that time outside of downtown boundaries specifically targeting student housing developments on NW First Avenue SE which have since been replaced by office/residential buildings primarily centered around NW Second Avenue SE which continues as University Drive SW adjacent to Washington State University campus across fromWashington Mall. In terms of racial makeup as reported by US Census data: about 60% Caucasian (excluding Non-Hispanic black), 20% Native American or Alaskan Native - 9% other races including 1% Pacific Islander; 10% Hispanic or Latino origin (of any race) among all residents age 25+ years old. In terms of education levels: almost half (46%) residents aged 25 years or older had some form of four-year college degree or higher; 24% residents had less than high school education although this number is slowly declining as many students now attend community colleges/universities rather than pursue college degrees because costs have become too expensive relative to earnings potential. This compares favorably with neighboring Eugene where nearly 60 percentlahrages25 years or older had some formof four-year college degree or higher while 23 percent residents had less than high school education. By contrast about one quarter (24%) employed people who held a specific level skilled trade such as engineering occupations.
