In 1847, James Snead and his party of men journeyed up the Willamette River from Vancouver Island and established a post on the east side of present-day Tigard Creek. The site of today's city was chosen as it had good water access and stood out from other settlements because it consisted only of earth huts. In 1857, Captain John Sutter founded the city of Vancouver on the west side of Lake Washington and named it after James Snead's post. In 1873, George Wright built a sawmill on Tigard Creek which became one of the largest sawmills in Oregon. The mill employed around 80 people at its peak and produced lumber for buildings, furniture, cars and other products until 1923 when it closed down due to lack of demand. Today there are few remains remaining from that time period except for some evidence that suggests how goods were transported back then such as foundry tools used to make nails or screws
In 1887, Tigard became a city with its own government. The first mayor was Eugene N. Smith and the first recorder was Mrs. Lillian S. Chapin.
