On July 13, 1870, John's wife Sarah married William Fenton and moved to Tigard with him. They raised a family here until 1906 when they sold their home and left town for good. The next year saw another move when Amos Eaton bought 10 acres (4 ha) of land east of downtown from David Waddell and began construction on what would become America's first commercial airport/city hall complex – America's first municipally run airport In 1916 Portland developer Daniel Burnham offered $5 million for all private development within 3 miles (5 km) of Portland City Hall so that he could build an international airport there instead of allowing Portland to lead the way again with its own terminal building; Multnomah County refused because it wanted a central location for its government functions In 1928 Multnomah County approved plans by Mayor Royal Houghton to construct a new Civic Center on land that had been donated by Harry Chandler as part of his plan to "balance"Portland's growing economy with public services The site became known as Park Street Mall and remains one of Seattle’s busiest shopping districts today . In 1933 King County established zoning laws which limited development in certain areas near Lewis & Clark College including Park Street Mall where large homes were being built between Everett Way and SW Sixth Avenue ; this prohibition led to many developers moving out or creating subdivisions elsewhere

Tigard was founded by James Fenton in 1836. The town was named for the Tigard River, which flows through the city. In 1849, the Oregon Territorial Legislature designated Tigard as a town and it became an incorporated municipality in 1868. In 1916, Tigard annexed the neighboring city of Beaverton. In 1938, Tigard merged withPortland to form a single city.
