In 1915, Tigard residents established the first national target range in America. Tigard is the largest city in Clackamas County by area, and the second-largest city in Oregon after Portland. The first humans to live in what is now Tigard may have come from central Asia about 10,000 years ago. They built four small villages around Lake Oswego before moving on to other areas of Oregon. It wasn't until 1853 that John C. Frémont explored and named this region "Tigard" after his friend General George A. Smith's headquarters near Sacramento, California. In 1862, as part of the Union Army's Overland Campaign during the American Civil War, General Joseph Jealouson crossed through eastern Oregon into what is now Clackamas County during an attempt to cut off supply lines for Confederate forces located south of Vancouver Island. He was successful in doing so but was quickly killed when he returned home; his body still remains unidentified today (though it has been suggested it may be that James Hargrave). When Oregon became a state in 1889, Tigard became its capital under then-Governor David Blount; it had previously been called Albany by Territorial Governor Amos Kendall because there were no buildings north of Broadway Street east of University Avenue which would have fit within the new capital's limits (the buildings now sit on Federal Way Boulevard outside downtown). After failing to win reelection as governor following his term Ending on January 3rd 1892 due to low approval ratings among Republicans statewide due largely to high taxes levied by him asgovernor--and feeling pressure from business interests who saw their profits plummet because of his unpopularity--Blount resigned instead and moved back home to Jacksonville Beach Florida where he died two days later on January 5th 1892 aged 73 years old having served three terms as governor ofOregon The building currently housing the City Council chambers at 711 SW 4th Avenue came about with a donation from Mrs Della Loomis Tucker who lived next door for many years until her death in 1984 Tigard also experienced rapid growth throughout World War II thanks in part to military spending conducted by both local businesses and federal government alike which helped create such amenities as Tualatin Naval Shipyards where PT boats were manufactured 1942-1945
In 1872, the U.S. Army built a fort on Tigard'sbank to protect Oregon from Mexican invaders. The fort was renamed Fort Vancouver in 1901 after British Columbia's Lieutenant-Governor Sir John A. Macdonald. In 1909, the Oregon Legislature designated Tigard as the county seat of Multnomah County. Multnomah County was organized on February 3, 1912, following a vote of its citizens. That same year, Multnomah County voters approved a $2 million bond issue to construct new courthouse and jail buildings and other public works necessary for the growth of the town of Tigard. The first court session in Tigard took place on March 1, 1912.
