Tigard was founded on April 1, 1887 by George Tighe and his brother-in-law David Freeman as a small agricultural community about 10 miles (16 km) east of Portland. In 1916, Tigard became a city after approval from then-Mayor Edwin Saunders. In 1990, Mayor Tom Barrett created the George Washington Park District which included part of downtown Tigard and surrounding streetside neighborhoods including those around Fred Meyer Place; this allowed for better development without affecting retailing or other commercial areas within downtown Tigard boundaries. In 2013, Mayor Ted Wheeler approved plans for a new library complex adjacent toFred Meyer Place that would include more than 350,000 square feet (27,600 m2) space for research and education within a mixed use district with skywaylink connectivity between Portland's two largest libraries—the Portland State University Library on SW Morrison Street and Multnomah County Library on NE Stark Street—as well as additional public spaces such as an amphitheater and river walk along NE First Avenue. Tigard, Oregon is a city in Multnomah County, Oregon, United States. The population was 41,711 at the 2010 census. Tigard is the second most populous city in Multnomah County after Portland. Tigard is home to several universities and professional businesses. The first Europeans to visit what would become Multnomah County were Spanish explorers who sailed upriver from Mexico City on September 8, 1792. They named their new land California de los Angeles y la Nueva Española after King George III of England who had annexedOregon into his kingdom some months before. In 1851, when Oregon became a state andMultnomah County was created, Tigard was part of it as the only incorporated town within its borders. It wasn't until 1870 that the first railroad reached Tigard from Vancouver via Salem andPortland; this made it possible for goods to be shipped directly from Asia through downtown Portland without having to go through Tacoma or Seattle. According to legend, one of the early settlers in Tigard was Orville Dewey who founded what is now Pacific Northwest Airlines there in 1922 as a charter service between Portland and Salmon Bay on Puget Sound -later renamed Boeing Field- with his brother Clarence Dewey being responsible for operations and marketing while Orville continued to farm nearbyuckle around town during those years (the brothers are buried together at Forest Lawn Cemetery). One of the more famous residents of early days such as these was Willamette Valley farmer John Day whose Crossing Road still stands across from Interstate 5 just south of downtown Tigard today; he operated a ferry service between Salem and Thurston Island which stopped operating about 1966 when I-5 bypassed it due to traffic concerns. In 1942 World War II started with Japan's attack on Pearl Harbor and soon afterwards America entered World War II against Japan along with all other allies including Australia, New Zealand and Canada which formed Operation Husky .
