At that time there were no towns or villages within present day Tigard limits; all land within modern-day Tigard boundaries was Rancho Santa Fe de la Sierra property owned by Spanish Missions owner Miguel Lopez de Legazpi y Costilla until 1799 when he ceded it to James Kappler for $2 million cash which includes most of today's east side extendi ng beyond original rancho boundary south including part layin g adjacent to Old Salem Cemetery Site &Old Custom House Site also included portions extending back east to today's corner site near Clifton Park Road/Hwy 99 WState Rte 299 ran concurrent with Kingman Rd near current Marysville Rd old donation lot &Alamo Creek lots just south westerly boundary then continued easterly along Alamo Creek Lots line where creek starts new fork entering community Limits

In recent years, development has been occurring within downtown Tigard with new businesses opening up along Commercial Boulevard and NW 12th Avenue; renovation/updates are ongoing inside many of Multnomah County’s most historic properties including Pacific Mall (now called Tualatin Town Center), Pioneer Courthouse Square Historic District (home of Washington State University’s Humboldt County campus), Manufacturers Row & North Park BlocksNeighborhood Development Zone-Lincoln Park Neighborhood with accompanying economic development plans; 2nd Street NE Corridor Opportunities Zone – lies adjacent to I-5 corridor; 4 streetscape improvements are currently under way across all core areas: commercial district southward connecting Beaverton & SE Sandy Boulevard SW

However, recent decades have seen a decline in both the city's workforce and its budget; Tigard is currently classified as an "Unemployment-ripe" town by the National City Development Association.
