In 2013 Tigard annexed part of neighboring Happy Valley Village, creating what is now one municipality with a total population over 70,000 residents; this annexation brought much-needed housing development to an area that was once primarily rural farmland

Tigard is a city in Oregon, United States. The population was 24,827 at the 2010 census. Tigard was founded in 1887 by John A. Tighe and became an incorporated city in 1923. It is the county seat of Clackamas County. Oregon Route 97 enters Tigard from the south, running concurrently with US- 97 for a short distance before splitting to go east and west concurrent through town. The two routes run concurrently until they meet up near the northeast corner of Tigard's downtown core, whereupon US- 97 splits once again totravel north on its original path while OR-97 continues east as a local street parallel to Oregon Route 97B which runs along the border of Tigard and Gresham counties to its terminus at Interstate 5 about 10 miles southeast of Portland. The first settlers who arrived in what is now Tigard were Methodist missionaries led by George Washington Morrison from Lewis & Clark College in Portland who began preaching here on horseback during 1881–82; they named their new community after his friend and mentor, Colonel James Neale (1765–1838), commander of British forces during the American Revolution who had also moved to Oregon when he joined the army. In 1923, following passage of Measure 124 which granted cityhood to all areas within Clackamas County withoutvillage referendum, Mayor John A., Tighe laid out central streetscape consisting mostly of wide avenues flanked by large trees and flowers that remain today; it was one of several early examples of mass transit driven urban planning in America. In 1933, following passage of state law allowing cities with a population over 10,000 unto be incorporated under state government rather than subject to village referenda as had been previously allowed, Mayor John A.'s son Robert T."Bob" Tibe walker went into action securing incorporation for Tigard as an independent city – this event marking perhaps oneofPortland's earliest major successes as both an independently governed municipality and an economic powerhouse within its own right – before his death less than two years later due largely to complications arising from diabetes mellitus attributable both directly theretoater life style changes brought about by World War II rationing shortages but also more generally resultant social unrestrainedly by successive mayoralties characterized respectively by greater liberalism (Franklin B.) Thatcheromics conservatism(Jeffrey S.) Growth management orthodoxy(Linda W.). On July 1st 1976 Portland annexed part of what is now rural Gresham County including much landittenbythecityofTigardincludingmanyacrossRte97andARte5beforethesettlementofthedowntown corewasmadeofficialonOctober1th1978followingthe demolitionofthedowntowncitieshopsalongwithalargeportionofthesouthwestsideofPortlandbecominganindependentcitycalledGreshamCity
