Tigard, Oregon is a small town in Multnomah County, Oregon, United States. The population was 5,673 at the 2010 census. Tigard is part of the Portland metropolitan area. The name Tigard was given to the town by General George Armstrong Custer during his military expedition through Multnomah County in 1881. The community was founded on April 15, 1881 by John Purdy and James Worthy. It took its name from General George Armstrong Custer's visit to the area two years earlier. At first there were just 10 people living in Tigard when it was founded. In 1886, the American Telephone and Telegraph Company established a wire line between Portland and Eugene and needed a place to set up shop for their engineers and technicians. They donated land for what would become their office building on Northwest First Avenue west of Southeast Boulevard today known as ATT Tower (now Atherton Place). This allowed Tigard to grow quickly into an incorporated city with its own police force and mayor. In 1912, Tigard became one of the twenty-six cities that joinedPortland Municipal Service District No. 1 which served all of Multnomah County except Vancouver Island where it remained separate until 1973 when it merged into Portland City Services Incorporated In 1915, Mayor Harry Smedley proposed making Tigard an international airport but didn’t have enough support from Congress so he died without ever achieving his goal. However local residents did get involved inProposition 3 which called for increased funding for airport infrastructure including construction of runways and an expansion of terminal facilities - this proposal passed with over 60% voter turnout . AfterMayor Smedley's death in 1918 his widow started working on getting money from various sources to complete Airport Development Plan which led to establishment of National Aeronautics and Space Administration (NASA) campus adjacent to current airport property
