The popularity of target shooting in Oregon began to decline around World War II due to concerns over nuclear war potential and postwar rationing of munitions. However, target shooting resurgence began to occur starting in the early 1960s when new facilities became available in central Oregon. These facilities allowed people to again enjoy target practice without fear of radiation exposure or destruction from accidents or warfare. Spencer Edward Everett, commonly known as St. Helens, was an American politician who served as the 29th Governor of Oregon from 1901 to 1909. He is also noted for his role in helping organize the Oregon Trail and for his efforts during World War I. Everett was born on November 3, 1847, in Pittsfield, Massachusetts. He attended Harvard College where he majored in law and then practiced law in Boston before serving as a judge on the Boston Municipal Court. He ran for office as a Democrat in 1880 but lost to incumbent Republican John A. Day. After leaving government service, Everett became involved with business and politics until he decided to run for governor of Oregon in 1901. Everett won election to succeed Day and served two terms before being elected to serve out the remainder of that term (1901-1909). During these years, Everett played a key role in organizing the Oregon Trail and helped leadOregon into statehood. In 1903, he became chairman ofthe Democratic National Committee and helped steer US president Theodore Roosevelt's presidential campaign towards victory over William McKinley. When World War I began, Everett quickly realized that war would be a major issue in America's future – he worked tirelessly to develop plans for military mobilization and support programs which ultimately led to America entering the conflict head-on. As governor of Oregon, Everett made sure that soldiers received proper food supplies while on maneuvers; he also championed legislation establishing criminal punishments for desertion or other battlefield actions by members ofthe military forces. After America's entry into World War I ended with Germany's defeat at Verdun, Everett returned home to become one of America's most celebrated heroes – both within his own party and outside thereof. In 1919 he was awarded an honorary LLM from Oxford University for his work during World War I
