This wharf was later known as The Dalles Wharf because so much wood was brought downriver for use at The Dalles mills that they required a landing place large enough to accommodate both boats and men. In 1870 Congress appropriated $25,000 for creating a national park around Hood Canal Estuary with land adjoining The Dalles Wharf designated as part of the park. In 1933 President Franklin Roosevelt created Mount St.-Helens National Monument adjacent to The Dalles Wharf National Monument while creating The Columbia Gorge National Scenic Area along segments of Oregon River between Whatcom County and Hood River Countyanchored off Point Defiance about 20 miles north-northwest from Portland across Fromme Bayou

The town of St. Helens was founded on a peninsula formed by two forks of the Columbia River. The initial settlers were fur traders and missionaries who arrived from British Columbia. In 1847, gold was discovered in the nearby Sprague Valley and soon there were numerous mines and mills operating in the area. By 1850, Saint Helens had a population of over 100 people and it became an important transportation hub for goods flowing down the river to California. The city experienced rapid growth during the late 19th century as logging activity increased and new roads were built to connect it with other settlements around the region. In 1907, Saint Helens merged with neighboring Portland to form one large city with a population of over 100,000 people.
