The first Europeans to visit what is now Springfield were two fur traders from Quebec named Jacques Marquette and Jean Nicolet, who crossed the Columbia River in 1811 and 1812 respectively. They named their land the "Island of the Francs" after a French watering hole in present-day Montreal. In 1827, John McLoughlin founded what would become Portland on an estuary of the Willamette River between Mount Hood and Vancouver Island. When McLoughlin died in 1829 his son-in-law George Morrison took over ownership ofPortland with instructions to turn it into a city. However, Morrison failed to secure appropriations for city building and instead founded what would become Springfield as a communal farmstead with 30 acres (12 ha) of land grant from McLoughlin's widow Marianne Potts on 4 November 1830. The community name was chosen by popular vote in early 1830 when residents voted not to change their name to Portland because they wanted something associated specifically with themselves rather than some unknown settlement nearby that did not have their own name or history. The first post office opened in Springfield on 7 October 1831 under the name "Newport." The post office closed on 12 December 1861 due to low mail volume; however, letters continued be sent through old route 17 until 1865 when it was replaced by Interstate 5 (now routes 503/504). After that time most letters were delivered via stagecoach from Portland or Seattle reaching Springfield before being picked up by wagons waiting at rail crossings near US Highway 99 south of town before being delivered home by local farmers using horseback or wagon drawn carts called "carriages." When Oregon became a state in 1898, various mayors served as acting governor while legislators debated whether or not to create statewide government under Salem's direct jurisdiction; however no action was taken until 1902 when state Represa Hinton proposed legislation creating an agricultural police force known as the Department of Agriculture and Markets which he administered out of his home during sessions based in Salemburg but also had authority over all other counties within Oregon except Multnomah County including Springfield which still remains its legal entity today despite having no elected officials! In 1904–05 Representative Francis Healey introduced similar legislation proposal titled "An Act To Establish A State Agricultural Police Force" but this also met with little success until 1916 when Healey reintroduced his bill again but this time successfully passing both house with amendments resulting in creation of State Agricultural Patrol Department within Bureau of Forestry! In 1917 Governor James Kewman announced plans for establishment of Federal Agricultural Experiment Station (later renamed National Agricultural Research Service) at Bennington Meadows near Fallbrook so experimental farming could take place without contaminating surrounding communities; however State Agricultural PatrolDepartment along with Bureauof Forestry were abolished upon establishment because there wasn't enough money available to support them plus many felt that experiment stations should be located closer to populated areas where people could see them firsthand! In 1925 Franklin D Roosevelt recommended establishment of Forest Service adjacent to Bureauof Forestry so management decisions about forest fires could be made more effectively; however again no real progress was made until 1961 whenOregon finally established State forests! In 1932 Mayor Robert Moffitt organized citizens' opposition campaign against annexation by neighboring county Washington which led indirectly to City Council's decision not annexation despite vocal protests from mayor Moffitt himself! After World War II most businesses closed down due Lack Of Businesses And shortage Of labor following war years growth occurred mainly thru migration OF workers FROM outside country although some locals reopened businesses after Korean War ended
