In 1889, City Council member Snively Waddell recommended that Salem annex two neighboring towns – Arlington and North Bend – because they would have more people living within their borders and create a single municipality with better services available than if each town continued to operate independently. After much deliberation by both City Council members and residents alike, it was voted into law that on May 10th 1898 (just one year after incorporation), Salems annexation happened! Today, almost all aspects of life within Salems boundaries are handled through its official government entity: City Hall & Police Department; Firefighters; Parks & Recreation; Schools; etcetera!
