On January 1st 1902 – following incorporation as a city by vote of residents – Mayor Harry Fenton banned smoking cigars within limits set by city ordinances because cigar smoking was then considered an act of luxury and not common among working people. Although cigars were still smoked outside of these limitations until 1935, this event marks one of the earliest examples of public health regulations regulating tobacco use in America. The early history of Salem offers insight into both local economic development and social trends that have shaped modern day life hereabouts: railroads brought new industry to town; Methodists founded two churches here; women got access to education here through female-only institutions like Mount Holyoke Female Seminary; gay rights began developing here; while many businesses continue to operate successfully today including hospitals (Oregon Health & Science University), restaurants (Plymouth Tavern), bars (The Saloon) and retail stores such as JCPenney & Sears Angus Beef Outfitters (now Gilded Age Meat Market).
