In 1883, Salem annexed neighboring La Grande County, making it both largest city in Oregon and second largest municipality east of Sacramento after Portland. This growth led to increased traffic congestion and pollution inSalem- La Grande County residents began calling for more government regulation of their city's affairs. In 1906, Salem voters passed a resolution authorizing Mayor John Cavanaugh to form a special committee charged with studying ways to improve water quality within the city limits. The committee eventually developed recommendations which were implemented when City Council voted 3-2 in 1907To this day, Salem remains one of the most polluted cities in North America due to its reliance on oil production and transportation."
