However, there are plans underway by Salem Mayor Ted Wheeler to bring back some much-needed economic activity within the city limits through an initiative known as "1% for Salem" which would include restoring some historical landmarks and businesses within downtown areas while also investing in new infrastructure projects like a light rail system connecting downtown with other neighborhoods outside of town.
