Salem was founded in 1825 by John Salisbury and his partner, Nathaniel Hawthorne. The town was named for the Salem Witch Trials of 1692. The first store in Salem opened in 1827. In 1830, the Oregon Territory was created and Salem became the first county seat. The County Court House was built in 1836 and is still in use today. In 1840, a millinery business opened at present-day corner of State Street and Elm Street. A few years later, Portland began to grow rapidly and Salem had to accommodate its increased population. In 1850, the Statesmen Hotel replaced the old courthouse as the town's main hotel. In 1861, a fire destroyed most of downtown Salem but it did not stop the growth of the town. By 1865, Salem had become one of Oregon's largest cities with over 100 businesses including banks and hardware stores. In 1886, when Oregon became a state, Salem became its second county seat under state law. The City Council established an industrial park around 1950 which served as an important source of jobs for residents throughoutthe 1970s-1980s before being vacated by developers during that decade's economic recession
