Roseburg is a city in Clackamas County, Oregon, United States. The population was 27,594 at the 2010 census. The Roseburg area was named for General William Rose of the Union Army during the American Civil War. The city is named after him because he fought in the Battle of Roseburg onDecember 15, 1859. The first settlers to the region were two brothers from Scotland who arrived in 1847 and founded a small cabin near present-day downtown Roseburg. They were soon joined by others and by 1853 there were six families living in what is now downtown Roseburg. In 1858 General William Rose of the Union army led an expedition against Native Americans near present-day downtown Roseburg; as a result of his victory over them, part of what is now downtown was built on their old encampment site. In 1861 local businessman Isaac Stevens donated land for a courthouse and jail which served as business district until 1909 when it became public square. Stevens also donated $10,000 towards construction of Oregon State Capitol which opened in 1911; this structure remains today one of Oregon's most significant landmarks. During World War II many residents left their homes to take up employment in other parts of the country but many returned home after the war ended and helped rebuild their towns following damage done by Japan during World War II (the town experienced some destruction due to aerial bombing). In 1951 Mayor John W Burnham designated Florence Street as its main thoroughfare through town with similar designation given to Main Street later that year; these designations remain in place today. The first Europeans to visit Roseburg were Captain George Vancouver and his crew on their HMS Discovery in 1802. They named it Fort Victoria after Queen Victoria's home country, England. The first post office was established in 1835. In 1850, the first school was built and it served as a day-school for children of military families living near Portland until 1907. In 1865, local entrepreneur William Dornan built what is now known as Dornan's Hill cotton gin and manufactured cottonseed oil from 1860 to 1870. He also founded a bank which became one of the largest in Oregon during that time. In 1902, developer Harry Gifford bought land adjacent to Dornan's Hill for $10 per acre and began to build what would become Roseburg Park (now part of downtown). The community had its start as a small hamlet with about 20 residents when Gifford laid out streets and erected homes between 1903 and 1905 using funds he won from sales of his new products including gasolineoline oil. By 1916, more than 400 people lived in Roseburg Park with 120 businesses associated with it including grocery stores, bakeries, pharmacies etc.. One reason why Roseburg quickly grew into an important center during this time period was because there were no schools or other facilities available nearby to serve its citizens; they had to either walk or take public transportation to get around town. The 1920s were difficult for Roseburg because World War II created an unexpected demand for housing that couldn't be met by existing buildings or by expanding agriculture beyond what could be supported by traditional techniques. Housing prices increased rapidly after Pearl Harbor while jobs disappeared due to war production limitations but still didn't meet demands for extra space within town limits so development continued apace until 1949 when all remaining housing had been destroyed except for a few frame houses on Willamette Boulevard which are still standing today
